I'm considering buying 4K screen (Sony Z5 Premium, I'm currently have FullHD + Cardboard) and one of pros is watching Full SBS 3D (not even 4K 3D). I could not find any on web, not even full length, even no ad trailers and clips (youtube gives anaglyph for such search!).
I'd like to try to watch Full SBS on device certainly before buying to judge on the screen quality. I also want to know if I could say play blue-ray and stream to smartphone?

That's because full SBS videos exist only for the PC - they are created on the PC for display on the PC. Very few TVs can do full SBS as full SBS is not a standard 3d format. There are places to get full SBS videos, but they are of a questionable nature and cannot be discussed on these forums.
The only full resolution format is frame packing which is used by 3d Blu-Ray and other systems.

So you want to buy a 4K cellphone to use with google cardboard for full HD 3D stereo viewing.
You have these options:
1. Search YouTube for 4K 3D SBS, then download the '2160p' version with 'Internet download manager', then you need to downscale it to 3840x1080 (from 3840x2160).
2. Convert a 3D blu ray to full SBS (3840x1080) with DVDFAB.
3. Convert dual-file 3D stereo samples or open movies to full SBS,
eg the short 3D movie 'Big Buck Bunny' (made from Blender artists), which is consisted from two separate files of 1920x1080: http://bbb3d.renderfarming.net/download.html

4. Search YouTube for 4K 360 - they are a bit blury though as they cover 360 degrees with low bitrate too.

I'm curious why the OP would want or need to convert to SBS Full. For 4k content the resolution of 4k3D half would yield the same pixel resolution as SBS full (1080p) and without all the extra steps. If you're talking about 1080p content, I've only test with a 1080p screen and with SBS half content but the resolution was so much lower than my expectations I won't bother with it. I estimate it was something like 360p with the viewer. Maybe a 4k screen would help, but considering the pixels are so condensed, I doubt it. As far as streaming, it would probably stutter and lag out. I've run Plex on my phone and I have to set the streaming quality pretty far down as the phone can't handle higher bit rates. It would have to be stored locally on the phone so make sure you have lots of space and don't mind transferring files all the time. Given all the compromises I can't see it would be worth it.

Because he wants to view it directly on his cellphone via google cardboard and a half SBS 4K 3840x2160 video or a half SBS HD 1920x1080 will appear stretched vertically. But a 3840x1080 clip will have the correct (16:9) ratio with all the pixels left intact. Unless, the cellphone corrects the aspect ratio but AFAIK, it doesn't. Not to mention, that poor scaling would decrease quality.
Of course he should download the clips first, if no processing is needed, directly to his memory card via a PC and a card reader (with Internet Download Manager, the file breaks to multiple simultaneous downloads, always pushing your download speed to the maximum), then just put the card on the cellphone.
Otherwise, he should download them to his HDD, convert them, then copy to the memory card. If you want 4K, you shouldn't expect the same handling with 360p clips, at least not today.
He also has to find out what bitrate that specific phone can handle when playing back 4K video. I would test the phone on the shop with a few sample files.

Yes, this is a problem. Someone on here wrote an iOS app to correct, I don't think there's one for Android yet. I'm surprised the Google Cardboard app hasn't fixed this directly yet.

It could also be fixed by using anamorphic lenses instead of regular ones, with the advantages of 1. saving GPU power, 2. reducing scaling artifacts and 3. displaying double the pixels vertically (making them less visible). It's possible to even do-it-yourself, there are hobbyists who make custom lenses for telescopes!
